Applications are available through the Gambling Control Board’s web site: http://www.gcb.state.mn.us/ or their address is Gambling Control Board, Rosewood Plaza South, 3rd Floor, 1711 West County Road B, Roseville, MN 55113; telephone: 1-651-639-4000. The State of Minnesota Gambling Control Board educates and regulates the lawful gambling industry to ensure the integrity of operations and provides for the lawful use of net profits. The five forms of lawful gambling are pull-tabs, raffles, bingo, paddlewheels, and tipboards.

When submitting an application to the County Auditor, please include the following:

1. Application signed by the CEO of the organization
2. A copy of the lease agreement
3. The name and address to whom correspondence should be mailed
4. Telephone number of above

St. Louis County Board approval, required by the Gambling Control Board, takes approximately four (4) weeks. There is no charge for this service.

The annual license runs from January 1 to December 31. Fee: $100.00.

An application along with instructions/requirements are available. A surety bond in the amount of $1000 to $3000 is required. In addition, if the sale is to be conducted as an auction you must apply for an Auctioneer License. The Transient Merchant license is issued for a one year period from the date of issuance. Fee: $150.00 per site. You must complete a separate application for each site. One surety bond covers all site locations.

An application along with instructions/requirements and a copy of the Minnesota Statute are available. A surety bond in the amount of $1000 to $3000 is required.

In addition to the application and surety bond, non-residents are required to submit a certified copy of their auctioneer’s license, if issued by the resident state, and a copy of the state auction laws such as exist in the resident state, certified by the secretary of state or other authorized state official, that the submitted copy is a true copy of the auction laws of such state, as they exist at the date of application pursuant to Minnesota Statute 330.11, Subd. 2 (http://www.revisor.leg.state.mn.us/stats/330/11.html).

The annual fee is $20.00 and the license expiration corresponds with the surety bond expiration. Any person who sells any property at auction is required to obtain an Auctioneer license.

Information/application may be obtained in person or by calling the St. Louis County Auditor’s Office at 218-726-2000, ext. 4526 or by e-mail at johnsonw@co.st-louis.mn.us. An application along with instructions/requirements are available.

Request for the permit must be made at least 15 days prior to the event. The sponsor must be a city, fair association, amusement park or other public or private organization. Examples of private organization are Eagles, Elks, Legion Clubs, businesses, companies, lake associations and private colleges. PERMITS CANNOT BE ISSUED TO INDIVIDUALS.

Minnesota state law requires that the display be conducted under the direct supervision of a pyrotechnic operator certified by the State Fire Marshall (http://www.revisor.leg.state.mn.us/stats/624/22.html). Proof of a bond or certificate of insurance in the amount of at least $200,000/$500,000 is required. The fee is $50.00.

St. Louis County licenses establishments located in organized and unorganized townships within the county, only. License applicants must meet the requirements of the St. Louis County Sheriff’s Department, County Attorney’s Office, County Health Department and County Planning and Zoning Department. If the establishment is located in an organized township, town board approval is required.

Applicants for an On-Sale and/or Off-Sale Intoxicating Liquor Licenses as well as for On-Sale 3.2 Percent Malt Liquor Licenses must personally appear before the St. Louis County Liquor Licensing Committee in Duluth. The St. Louis County Board of Commissioners authorizes the issuance of the license with final approval for intoxicating liquor granted by the Alcohol and Gambling Enforcement Division of the State of Minnesota Department of Public Safety. Time involved for the processing of an On-Sale Intoxicating Liquor or On-Sale and/or Off-Sale 3.2 Percent Malt Liquor License application is approximately 4 weeks and up to 8 weeks for an Off-Sale Intoxicating Liquor License application. A Public Hearing is required by Minnesota State Law before an Off-Sale Intoxicating Liquor License is issued (http://www.revisor.leg.state.mn.us/stats/340A/405.html. The fees vary depending on the type of license applied for.
