St. Louis County Individual Sewage Treatment Ordinance Number 55 requires that property ownership cannot be transferred unless one of the following conditions exist:

• The seller discloses to the buyer in a sworn affidavit that there is not an individual sewage treatment system on the property, or
• The property already has an individual sewage treatment system with a valid Certificate of Compliance or Notice of Non-Compliance, or
• The seller and the buyer file a Transfer Agreement with the St. Louis County Environmental Services Onsite Wastewater Division Administrator.
